Although the total expenditure last year ($576,375) is less than the sum ($600,000) voted for further explanation here is unnecessary; but I have noted in the Estimates for the sake of convenient reference that the service of enactment is nevertheless necessary to legalize certain items of expenditure not covered by the Estimates and Appropriation Ordinance of 1863.
That every important excess in the Supplementary Estimates now transmitted has already formed the subject of a separate Despatch, with numbers and dates of Despatches which have passed upon the subject of any item of expenditure.
